‘Than’ and ‘That’

So what’s with the increasing use of that where is seems to me than should be used. Such as in this sentence.
“And frankly, it’s much better to have the Saudis engaged that not engaged in Iraq.”
It seems to me that than should have been used as the sentence presents a comparison. Am [...]
